Organized in 1924, DESC is a public utility headquartered in Cayce, South Carolina. DESC is a wholly-owned subsidiary of SCANA Corporation which, effective January 2019, is a wholly-owned subsidiary of Dominion Energy, Inc. DESC is engaged in the generation, transmission and distribution of electricity to approximately 800,000 customers in the central, southern and southwestern portions of South Carolina. Additionally, DESC sells natural gas to approximately 500,000 residential, commercial and industrial customers in South Carolina.

CPRE & BESS Programs

Dominion Energy South Carolina, Inc. (“DESC” or “Company”) is designing and developing a Battery Energy Storage ("BESS") Procurement program and is updating the Competitive Procurement for Renewable Energy ("CPRE") program in accordance with Docket No. 2025-216-E issued by the Public Service Commission of South Carolina in response to the South Carolina Energy Security Act - Act 41 of 2025.

The purpose of this website is to facilitate stakeholder communications and feedback with regards to the BESS and CPRE program design and RFP documentation. The resources that DESC seeks to obtain from these future RFPs are either a (1) The purchase and sale of new renewable energy generating and BESS facilities; (2) power purchase agreements (“PPA”); (3) energy storage agreements ("ESA"); and/or (4) Utility-Self Build.

CRA International (“CRA”)

The Companies have retained Charles River Associates (“CRA”) to administer the BESS and CPRE program development and stakeholder feedback process as an Expert Engagement Facilitator. CRA will ensure coverage of all areas in the Commission’s order, including program and process design, use of Independent Administrator or Independent Evaluator for the process, and RFP documentation.
