Organized in 1924, DESC is a public utility headquartered in Cayce, South Carolina. DESC is a wholly-owned subsidiary of SCANA Corporation which, effective January 2019, is a wholly-owned subsidiary of Dominion Energy, Inc. DESC is engaged in the generation, transmission and distribution of electricity to over 780,000 customers in the central, southern and southwestern portions of South Carolina. Additionally, DESC sells natural gas to over 400,000 residential, commercial and industrial customers in South Carolina.

Dominion Energy South Carolina, Inc. (“DESC” or “Company”) is designing and developing a CPRE program in support of the Company’s renewable energy needs. The development process will be conducted in accordance with Order No. 2023-550 issued by the Public Service Commission of South Carolina for Docket No. 2022-238-E.

The purpose of this website is to facilitate stakeholder communications and feedback with regards to the CPRE program design and RFP documentation. The resources that DESC seeks to obtain from these future RFPs are either a (1) The purchase and sale of new renewable energy generating facilities; (2) a power purchase agreement (“PPA”); or (3) a Utility-Self Build.

The Companies have retained Charles River Associates (“CRA”) to administer the CPRE program development and stakeholder feedback process as an Expert Engagement Facilitator. CRA will ensure coverage of all areas in the Commission’s order, including program and process design, use of Independent Administrator or Independent Evaluator for the process, and RFP documentation.
